Aquino III, His Excellency Dato Sri Mohd Najib Bin Tun Abdul Razak, Prime Minister of Malaysia, Moro Islamic Liberation Front (MILF) chairman Al Haj Murad Ebrahim, Organization of Islamic Cooperation (OIC) secretary-general Ekmeleddin Ihsanoglu and Presidential Peace Adviser Teresita Quintos-Deles, witnesses as Government of the Republic of the Philippines (GPH) Peace Panel chairman Marvic Leonen and MILF Peace Panel chairman Mohagher Iqbal affixes their signature to the GPH-MILF Framework Agreement in a ceremony at the Rizal Hall, Malacañan Palace at the sidelines of the Official Visit to the Republic of the Philippines of PM Najib on Monday (October 15, 2012). The Framework Agreement outlines the general features of the political settlement between GPH and the MILF. It defines the structure and powers of the Bangsamoro entity that will replace the Autonomous Region in Muslim Mindanao (ARMM). It also sets the principles, processes and mechanisms for the transition until the regular election in 2016 for the new Bangsamoro autonomous political entity. The Agreement paves the way forward to the just resolution of the historical divide between the Government and the Bangsamoro. Malaysia has been the third party Facilitator of the GPH-MILF peace talks since 2001 and the head of the International Monitoring Team since 2004.
