The load imposed upon variousparts of the equipment must be bal-anced and carefully controlled, inorder to expedite the routing of callsthrough the new facilities. Perhaps it is fortunate that thePhiladelphia System was placed in 236 Bell Telephone Magazine service under conditions of wartimeoverloads on our toll plant. This isa severe test, and it is clear from theresults being obtained that the No. 4layout is equal to the situation. However, in the use of intertolldialing systems, there are certain ad-vantages and economies which can-not be fully realized until such time asoffices are not operating under con-ditions of wartime overloads.
