from Congress At length, after Sibley, with theprestige of the Western Union behindhim, had conducted a masterful cam-paign in Washington, an act of Con-gress was passed, on June 16, 1860,to facilitate communication betweenthe Atlantic and Pacific states by elec-tric telegraph. The following November 1, SalmonP. Chase, Secretary of the Treasury,executed a contract with Sibley, indi-vidually. Among its provisions weretwo of which the substance was asfollows: 1. The line was to be completed withinten years following July 31, 1860. 2. The government was to pay a sub-sidy of $40,000 a year for ten years,to be taken out in trade. In ex-change for this subsidy, the govern-ment was given certain service pref-erences, and certain governmentbureaus or agencies were to begiven free service, during the lifeof the subsidy. This was thePacific Telegraph Company. Itsprincipal stockholders were largelydirectors of the Western Union, butits funds were provided by them asindividuals, not by the Western Unionas such. Selection of a Route JMeanwhile, too, Jeptha H. Wade,of the Western Union, had gone toCalifornia and presented the projectto a number of telegraph companieswhich were operating independentlyof each other in that state. Catchingsome of Sibleys enthusiasm, as a re-sult of Wades conferences with them,the executives of these companiesagreed upon a merger with the Cali-fornia State Telegraph Company.
