e Western Electric Companyhas facilities and trained personnelto handle the disbursement and trans-portation of materials such as theseunder emergency conditions, thestocks have been placed under thecustodianship of that organization.As requested by the War ProductionBoard, the stocks will be available toany telephone company, Bell or in-dependent, in the event of need aris-ing from war damage. If an emergency stock is to fulfillits purpose, it is necessary not onlythat the stock should include the ma-terials needed but, of almost equalimportance, it must be known exactlywhere each item is: not only whatyou have but where you have it. De-tailed records have been set up atSystem headquarters, and also placedin the hands of the Western Electric Company and the Associated Com-panies of the System, giving the lo-cation and exact make-up of eachitem of manual and dial central officeequipment, each unit of power plant,each reel of cable, each essential pieceincluded in the emergency stocks.
