A further complication developed inthe rapid increases in paper pricesduring the war period. The printercould not control the cost of paper tonearly the same extent to which hecould control the cost of his printingand binding, which were under hisown supervision. As paper priceswent up, the cost of the finished prod-uct went up also; and in order to savethe contractor from serious losses,price increases were granted whichmight or might not have been lessthan a competitor would have asked.The contracts, accordingly, lost muchof their advantage.
