The Civilian AircraftWarning Service 1 HE extent of the Third Army Air-craft Warning Service was the great-est of any such system yet organized.It covered 234 counties, including 17in southern Arkansas, 11 in WesternFlorida, and all of the 57 counties(parishes) in Louisiana, the 82 inMississippi and the 67 in Alabama. Note the hang-up hand telephones, with visual signals instead of bells into 8-mile quadrangles, with a civil-ian observation post located as nearthe center of the quadrangle as pos-sible. With alternates, some tenthousand volunteer civilian observerswere engaged in watching for air-planes. Securing these civilian observerswas a task which the American Legionhandled in excellent style. Throughthe Department Commanders and theDistrict Commanders, county chiefswere selected, and they in turn chosethe observers. Many of the observ-ers, incidentally, were women. American Legion representatives,usually the county chiefs, had the full cooperation of the telephone companymanagers in selecting telephones atexisting locations for use as observa-tion posts. This cooperation includedthe Southwestern Bell TelephoneCompany representatives in Arkansas,the Southern Bell people in the re-maining states, and the many inde-pendent telephone company represen-tative
