The first attempts to meet theseproblems were begun in 1917. TheWestern Electric Company, in per-forming its function of establishingcentralized supply arrangements when-ever these could be carried out to thebest interest of the service, had en-tered into contracts to centralize thepurchasing of the bulk of printedbusiness papers for two of the Asso-ciated Companies. While this pro-cedure offered some measure of econ-omy over the general practice ofdealing with a number of supplysources and of handling each printedform as an individual transaction, itleft much to be desired. The formsrequired were listed under these earlycontracts and individually priced ac-cording to the judgment of each con-tractor submitting a bid. In all of these negotiations, paperwas a constant source of difficulty.Numerous brands were specified,many of which the printer did notnormally carry in stock, and the ques-tion of substitution would necessarilyarise. Inasmuch as there were hun-dreds of forms, on papers of manydifferent sizes, weights, and colors,substitution only led to confusion andto the question of whether the substi-tutions offered by one bidder were theequal in quality of the substitutionsoffered by another. This difficultywas magnified by the fact that little definite data as to paper quality weregenerally available.
