The plant: According to the photographers, ranger's buttons, which would translate as Sphenosciadium capitellatum (Angelica capitellata).
The plant identification might need to be verified. According to Sphenosciadium capitellatum, is known to grow from Oregon to Baja California, so, presumably not in Washington state.
