Em 1760, a princesa herdeira D. Maria Francisca, futura rainha D. Maria I, fez um voto no dia do seu casamento de que no caso de ter um filho varão, que veio a nascer em 1761, procederia à construção de um convento para as religiosas Carmelitas Descalças. Em 1777, após a morte de D. José I, D. Maria I escolheu o local conhecido por Casal da Estrela, propriedade da Casa do Infantado, para a construção da basílica e chamou Mateus Vicente de Oliveira para a projectar, cuja planta é aprovada em 1779. Porém, em Março de 1785, com a morte de Mateus Vicente, Reinaldo Manuel introduziu algumas alterações no projecto do seu antecessor, e de uma igreja que inicialmente se apresentava sóbria e simples resultou um edifício mais elaborado e ornamentado à semelhança do Convento de Mafra. É uma das mais brilhantes realizações do Barroco tardio, com inclusão de elementos já neoclássicos. A Basílica da Estrela é o próprio panteão da D.
