Specific in-stances have been cited from which it appearsthat pay pas-sengers have bec-n obliged to stand,due to the fact that holders of free transporta-tion were occupying seats. There is no desire to place any restrictionsother than those at present in effect on theissuance of free transportation; however, theearnest cooperation of employes, at least tothe extent that they discontinue the practiceof traveling for pleasure, is expected. By placing this important matter before theemployes the inconsistency of a condition whichmakes it necessary to deny to pay passengersaccommodations, which they have purchased,and the necessity for a reduction in travel willbe apparent and result in an immediate response. The conductor should see that holders of freetransportation give up their seats to pay pas-sengers when necessity arises and circumstanceswarrant such action.
