English: U.S Air Force Brig. Gen. James F. Mackey, director of Operations, Plans and Policy, PACAF, talks with airmen from the 773rd Civil Engineering Squadron at the Omaya school building construction site. Brig. Gen. Mackey visited the site to thank the Philippine and U.S. airmen for the work they are doing in support of Exercise Balikatan. "Watching them work, they seem to be having a great time together in partnership and what they're doing for the community is absolutely outstanding," said Mackey. “I think that’s going to go a long way for the community and building our relationships between not just our airmen and our Philippine counterparts but for both of our countries.” The project is one of eight engineering civic action projects being performed by Combined/Joint Civil Military Operations Task Force units in support of exercise Balikatan 2013. Balikatan is an annual Philippine-U.S. bilateral exercise. Humanitarian assistance and training activities enable the Philippine and American service members to build lasting relationships, train together and provide assistance in communities where the need is the greatest.
