À ce moment, elle sentit la nécessité de créer des troupes spéciales, chargées, sur la frontière italienne, du service de surveillance et de sûreté. « Les moyens limités dont dispose l'administration dela guerre étaient un obstacle à de nouvelles formations. On fut donc obligé de constituer les troupes de montagne projetées avec les deux régiments de tirailleurs tyroliens et le 4e régiment d'infanterie de landwehr(1). » Formés en 1906, les alpins autrichiens n'ont reçu leur organisation définitive qu'en 1907 (2). Un quatrième régiment alpin a été créé le 9 janvier 1909, par dédoublement du 1er tirailleurs. En face des 10 bataillons

alpins (31 compagnies, renforcées en cas de mobilisation par 13 compagnies de la milice mobile) que l'Italie a répartis sur la frontière, les Autrichiens disposent maintenant de 11 bataillons (36 compagnies) : 8 dans le Tyrol méridional (3 à l'Ouest, 5 à l'Est de l'Adige), 3 en Carinthie et en Carniole. À chaque bataillon est affecté un détachement de 4 mitrailleuses. L'effectif de ces unités a été très notablement renforcé. Au lieu des 4 officiers et 58 hommes, dont se compose une compagnie ordinaire de landwehr, chacune des 36 compagnies alpines compte 4 officiers et 133 hommes. Du 15 avril au 15 septembre, grâce à l'appel des réservistes, l'effectif atteint 160 hommes
