Medal of Honor. Oneof the recipients was recognized forrescuing a flag created by Bowser.The Supervisory Committee forRecruiting Colored Regiments at Camp William Penn had asked Bowser todesign and paint the flags for the UnitedStates Colored Troops. No officialappointment documents have beenlocated, but a letter written by John WeilForney (1817-1881) to Thomas Webster,chairman of the committee, dated March29,1864, suggests that someone wasattempting to prevent him from design-ing the Colored Troops flags. Bowserasked the powerful Forney, owner andpublisher of two influential pro-Lincolnnewspapers, as well as the secretary ofthe United States Senate, to intercede onhis behalf. Forneys plea was compas-sionate and direct. While in Philadelphia two days ago, Ilearned that an effort was being made todeprive Mr. D. B. Bowser of the work ofpainting the flags of the colored regiments, 28 Insignia painted for a fire company (rigid).An extremely rare landscape by David -Bustill Bowser (below).

He came to see me, but 1 wasmuch too occupied to give him a hearing,and he writes me this morning, begging meto intercede with you—which I mostearnestly and cheerfully do. He is a poorman, and certainly professes very remarkabletalent. He has been active in the cause and ishimself a colored man, and it seems to methere would be a peculiar hardship in takingaway this little job from him and giving it toa wealthy house. Will you do your best forhim, and greatly oblige. Webster and his committee keptBowser on as regimental flag artist.Although it is probable that Bowserdesigned flags for all the eleven regi-ments at Camp William Perm, onlyphotographic images for seven units—the 3rd, 6th, 22nd, 24th, 25th, 45th, and127th Regiments—exist. The flags of theColored Troops were sent to the WarDepartment after the Mustering Officeclosed in June 1866. The colors remainedin storage in Washington,
