English: Contractors work on a construction site April 29, 2009, as part of the “permanent” base camp near Mihail Kogalniceanu Air Base in southeast Romania, which the U.S. Army Corps of Engineers Europe District is managing. The “permanent” base camp, as it’s called, is not for permanent U.S. facilities, but for enduring structures built to sustain multi-service, multinational training deployments on a more permanent level than the “temporary” base camp, built in 2007 to support the first rotation of troops in USAREUR’s Proof of Principle ceremony.
