Philip W. Young, right, the deputy commander of the CJCMOTF, are briefed about water tanks in the village near Buena Vista Elementary School in Puerto Princesa, Palawan province, Philippines, April 2, 2012, by U.S. Navy Chief Steelworker Louie Alvarez, left, who is in charge of quality control of all engineering civic assistance projects across Palawan province during exercise Balikatan 2012.
