As the wateris allowed to pass down the river, it willbe picked up as needed by the ditchesalready constructed and distributed overthe land. One of the most importantfeatures of this work is the developmentof power, which will be utilized for pump-ing underground waters to augment thesurface-supply available for irrigation. The power developed along the riverwill be transmitted electrically to sub-stations properly located, and then dis-tributed at a lower voltage to pumping-stations so situated as to furnish waterfor irrigation. The estimated cost ofthe dam and power-plants will be about$3,600,000, which will irrigate 200,000acres of land. An interesting circumstance has cometo light in the building of this dam, wherein the basin the government has built alittle city, with its own electric-Kght andtelephone service. It was found that inasking for bids for cement for this workthat the freight-rates were so outrageous,that the government sent out a geologistwho found all the necessary ingredientsfor first-class cement. A cement-millwas installed and Uncle Sam went intothe cement business; and charging thecost of the whole plant against only the first 200,000 barrels, the mill has alreadymore than paid for itself.
