ecifications should definitelycover the quality desired by theowner, and there should be no oppor-tunity for the irresponsible contractorto become misled through the specifi-cations. It should be the duty ofevery reputable engineer to thor-oughly investigate the quality of thematerials available for his work, sothat he may definitely specify what isto be used. The specifications cover-ing the proportioning of the aggre-gates should be carefully drawn. Many times expensive cement iswasted, because of the indifference ofthose interested in the proper propor-tioning of the aggregates. If thiswa.s given careful attention, the reput-able building supply dealers in thevarious communities would of neces-sity have accurate information forthe contractor as to the weight of theaggregates per cubic yard, the per-centage of voids contained in suchcommodities as gravel, crushed stoneand slag, and would also furnishthrough their sales department a re-port on the character and quality ofthe material.
