IT is to meet such a need that the English Garden City idea was projected. TheGarden City is a self-contained community with its own industries, landowned in common, density of population limited, and the community sur-rounded by a belt of agricultural land. Building Material.—Building materials (in all grades of building) have ad-vanced to 136 per cent above pre-war levels. This is connected with theforestry situation and the tariff. There is a scarcity of lumber, monopolyprices upon it, and a protective duty (in spite of downward revisions) onimportations. There are tariff restrictions on such building material as hollowtile. The sabotage of labor affects the price of every item. The sabotage ofbusiness men is equally in evidence. If the situation were to grow acute enough,with angry, dispossessed tenants, unhealthy slum-dwe
