New York City, for instance, is overcrowded. There is noroom for many more houses. Subways make a slum out of a suburb, andincrease the congestion. The general housing problem and the congestion ofNew York City are two very separate things. A year ago, when the clothingindustry began to be dispossessed from Fifth Avenue, it had an opportunity totransfer itself to a new place outside the city. Instead it moved west twoblocks. As_ long as industries huddle and breed in a city of limited area thecrowding will increase. There is no real remedy until industry emigrates, leav-ing New York as a city of business.
