It is expectedthat compulsion will have to be resorted to in rare cases only. Theletters on file show that the keenest interest is evinced by manu-facturers who express in highest terms their appreciation of the prac-tical suggestions offered by the safety engineers. The Safety Department affiliated with the National Safety Councilearly in the year. As a result, the department is securing weekly bulle-tins of service and has the assistance of nation-wide cooperation inmeeting the* intricate problems that arise. A local council of the National Safety Council was formed onMay 28th in San Francisco. The Safety Department is representedin this local council, and its president is John R. Brownell, Californiassuperintendent of safety.

In making comparisons of accident statistics collected during theyears 1913 and 1914. it must be borne in mind that accidents Avhich didnot cause disability to last more than seven days, were not reportedduring 1913, while since January 1, 1914, every accident which disablesthroughout the day of injury or requires medical attention, is reportedto this Commission. Since the publication of the annual bulletin of the Statistical Depart-ment for 1913, later advices show that the 10,721 accidents tabulatedin that bulletin has been increased to 12,031. The following distributions by character of disability show that ofthe 12,031 accidents where the injury lasted longer than one week, 890were accidents which resulted in permanent injurj^ and that 555 of the12,031 terminated fatally. This subsequent information increased the totals of indemnity paidin 1913, from $613,862.31 to $724,282.61, distrib
