All obsolete and unserviceable property Avhich was in possession ofthe state at the time this administration came into office has beensurveyed and either returned to the United States government or dis-posed of in accordance Avith directions from the War Department,leaving only serviceable property to be issued to National Guard troops. An inventory of all property in the state arsenal has been taken anda complete system of record, showing all property issued and in posses-sion of the different organizations of the Guard and Naval Militia, andin the state arsenal, has been inaugurated in this department, so that atany time an accurate cheek of the property can be made without delay.
