8, the average birth rate wasone birth in every 42.2 of the popuhition, or 23.7 in every 1,000, afalling off of a fraction over one birth in every 1,000 of the population. From 1895 to 1904 the average annual birth rate was one birthin every 38.6 of the population, or 26.9 in every 1,000. Previous to 1895 it was the custom to count still births among theliving births in above table. During the period of ten years 1869-1878, the average annual deathrate was one in every 60.7 of the population, or 16.5 in every 1,000,according to the returns. During the ten years 1879-1888, theaverage annual death rate was one in every 55.3 of the population,or 18.1 in every 1,000 of the living. From 1895 to 1904, the averageannual death rate was one in every 54.8 of the population, or 18.3in every 1,000 of the living.
