RESIDENCE OF A. E. RAND, NEW WESTMINSTER- — 21 — Of public buildings there are several worthy of mention. AsWestminster is the most centrally situated and easy of access from allparts of the Province, it has been selected as the site for several im-portant Provincial institutions. Here are situated the Provincialpenitentiary, Provincial lunatic asylum, the Provincial central prisonfor the mainland, and the County court house. All these buildingsare of brick. The penitentiary cost $140,000, and contains 73 convicts ;the asylum cost $155,000, and has 121 inmates (the buildings cover anarea of 50x600 feet) ; the central prison cost $40,000, and has 50 in-mates ; the court house (just completed) cost $40,000. It is 98x100feet, and three stories high. A new brick building for the public school

ARMSTRONG-YOUNG BI.OCK, NEW WESTMINSTER. is just being completed at a cost of $25,000. It is 85x85 feet, three storieshigh. The central postoffice building is of brick, three stories high, andcost about $25,000. There is also a postoffice in the east end, knownas Sapperton. The Public Library building, already mentioned, is byfar the finest and most complete west of Ontario. The ground flooris occupied as stores, and the other two flats are used wholly by thelibrary, reading rooms, Mechanics Institute, and the Board of Trade.The building was erected this year by the city corporation. TheY. M. C. A. building is of brick, 38x66, three stories high, and cost over 22 $16,000. It is a very handsome building, and is fitted up with all themodern appliances. The Association has a membership of 280. Boththis and the Library building are lighted throughout by electricity.
