during the year of the possibility of using oil asfuel instead of coal. Owing to the conditions in the oil market it does not appearto the Department to be wise to adopt this fuel for the present. The Departmentis continuing its investigations as it appears that oil fuel possesses a number ofcollateral advantages which it would be valuable to secure. The second important item of saving was in salaries and wages of operatingforce, amounting to $98,770.00. This was brought about through a proper adjustmentof crews and by securing from the Federal Government the same requirements as tooperating force as demanded of private corporations. The third substantial saving was in the matter of insurance, amounting to $38,-723.00. In view of the fact that losses over the period of operation of the municipalferries had not averaged more than fifty per cent, of the premiums paid, the Citydetermined to become its own insurer, a policy which has been adopted with referenceto all other City property.

19 Ferry Rates, The question of readjusting the rates on ferries operating in New York Harborhas received considerable attention both by the Department and by private companiesduring the year. Many of the rates on private ferries were fixed a considerablenumber of years ago and long before the motor truck was thought of. Considerable difference of opinion exists as to the proper basis for a rate, whetherit should be space occupied or weight of load. The Department has devoted a con-siderable amount of attention to this matter and has held several public hearingsat which a diversity of views have been expressed. It is impossible to make a scientificadjustment unless there is a substantial agreement upon a proper basis for a charge..The matter will undoubtedly be settled during the present year.
