r cent, of theproduct, and that sixty per cent, is represented by merchantable material which inthe American forests goes to waste, and must be left on the ground to rot. It will benoticed, also, that over fifty-five per cent, of the money received came from the saleof material other than lumber. Now it is evident that if our American foresters, or lumbermen as they are called,could sell their waste material—the limbs, tops and defective trees—, if they couldobtain for this waste a sum of money exceeding that which they receive for their sawlogs, they, too, could develop a model system of conservative management, andundoubtedly would have done so long before this. Some of the private forests in New York have recently been placed under a systemof management which contemplates better and more economical methods than haveheretofore prevailed. But these improved methods must be subordinated to the* United States Consular Reports on Forestry in Europe, Page 221. Washington, D. C, 1887.

Until a market is found for some of the material which now goes to waste, andalso for the utilization of species which are now unsalable or inaccessible, the oppor-tunity for improvement will be limited to such work as prices will permit. There are some ways, however, in which our private land holders can handle theirproducts to better advantage, and improve their forests without incurring much extraexpense: First: When constructing roads, bridges and skidways, merchantable timbershould not be used where other kinds can be cut for such purposes.
