stations almost without exception are growing in efficiencyfrom year to year. The number of applications filed is steadilyincreasing, and the output of fish is greater each year. A com-parison of the yield for a number of years past, including 1910,forms part of this report. There should be some readjustment ofthe annual maintenance funds of the various hatcheries, based uponthe results of work accomplished. Most of our employees areunderpaid, and should receive an increase of wages. The dutiesof most of the men at the stations are onerous, and the hours arelong. It seems unjust to pay even a laborer of the intelligenceneeded at our hatcheries less than $2 per day. The foremen ofstations, especially those who, by reason of long service and faith-ful discharge of their duties have earned commendation, shouldhave $125 per month, which is the amount paid to superintendentsin the Federal Bureau of Fisheries. Such a just policy would re-sult in rapid and marked improvement in the service.
