We showed by the last annual report that there had been a markedadvance along every line of work with which the Department is charged bylaw. The percentage of improvement made in 1905, over 1904, has beensustained and the advancement made in all directions indicates as large apercentage of improvement in 1906, over that of 1905, as was shown by thelast report over 1904. The additional protectors provided by the Legislature of 1906 helpedus to accomplish that which we have done with greater facility, and themarked improvement in the enforcement of the law is, in quite a largemeasure, due to the additional help given us. In 1904 there were distributed from the eight hatcheries about111,000,000 fish, in 1905 171,000,000, and this year a little more than230,000,000. 26

OKi> SNOW-SHOEING IN THE WOODS TWELFTH REPORT OF TUB FOREST, FISH AXD CAME COMMISSIONER. 27 The fines and penalties collected in the calendar year of 1904 are$23,636.66; in 1905, $58,548.08; this )7ear the Department has collected$61,255.63. The trespasses discovered on State land during the )^ear 1906 were 160in all; very many of which were small trespasses, and many of them oldtrespasses. Only 49 new ones have been reported. As compared withformer years this is a larger amount discovered and reported, indicating amuch greater vigilance on the part of protectors and fire-wardens. Therewere very few willful trespasses in 1906. Many of the trespasses mentioned such as were never taken notice of heretofore; such for instance ascutting a tree for fire wood. During the year 1906, there were of those left over from last year andnew ones, 1,211 violations of the law, of all kinds, to handle, of which 293were placed in the hands of attorneys and disposed of; 596 were handledby this Depart
