a-tional attainment, physical capacity, or moral character, such person shall bedropped from the roll of students, and the scholarships upon which he or sheentered shall thereupon become vacant. No person shall be eligible or entitled to the use of a County Scholarship inthe University unless he or she has been an inhabitant of the county to whichit belongs for one year immediately preceding the application therefor, norunless such person possesses the qualifications, educational and otherwise,which the Board of Regents may prescribe for admission into the CollegiateDepartment thereof; nor shall any person who has been convicted of a crimeinvolving moral turpitude, or who is notoriously of bad reputation or evilhabits, ever be eligible or entitled to admission into said University upon suchscholarship or otherwise.
