e Basilica (Palazzo della Ragione) at Vicenza.—These arcades surrounding the three sides of the GothicConsiglio, or Town Hall, are probably the most importantof Palladios works, and a glance at the previous history ofthis building may not be out of place. From researchesmade, it appears to have been of considerable importance inthe middle ages. It then consisted of two floors, the upperone divided into two ; one portion being a chapel, dedicatedto St. Vicenzo, and the other forming a justice hall, whilethe lower floor was used as a prison. In 1222 Lorenzo Strazza added a hall, which he builtover five arches, as a meeting place for the Vicentine councilof 400. This hall, two centuries later was damaged by fire,and restoration or rebuilding became necessary. It now be-came necessary to seek the aid of architects, and Riccio wasengaged upon it in 1496, and Spaventa in 1498, both ofthem being in the service of the republic of Vicenza.Sansovino was consulted in 1538, Serlio in 1539 and GiulioRomano in 1542. Finally designs were submitted by thevarious architects, by desire of the Council, and these wereso varied in style, that weary of the time lost, and of thecontroversy excited by such a competition, these designswere submitted by them to the vote and to public opinion.Of the many sent in, three only were chosen, one each bySpaventa, Giulio Romano and Palladio, with the result thatthe latters design was finally chosen by ninety-nine votesagainst seventeen.
