Description
Uncle Sam and John Bull peer backstage at the missing cue: Russia, 'the Angel of Peace', is being punched by Japan as the 'war devil'. The caption reads "Scene, The Hague. Second Act: U.S. - What in thunder has happened to the leading man that he doesn't come on? J.B. - I think the little war devil is making trouble for him." President Roosevelt had called for a second world Peace conference to discuss the issue of arbitration, but the Russo-Japanese War was overshadowing peace.
