was obtained in both House andSenate for the admission of North Dakota, South Dakota, Mon-tana and Washington Territories as States, these being the bestequipped for statehood. The President signed this bill, but vetoedthe one which returned to the States the income tax collected fromthem during the civil war. The electoral count in Februaryshowed 233 votes for Harrison and Morton and 168 for Clevelandand Thurman. Complications in Samoa called for a measuredesigned to strengthen the hands of the President in maintainingAmerican rights in the Pacific. The Congress adjourned bylimitation on March 4, 1889, and on the same day Harrison andMorton were sworn into office. President Cleveland retired toprivate life, after giving a cautious and prudent administration,signalized more by patient attention to details and strong assertionof official prerogative, than by striking originality and compre-hensive grasp. He took up his residence in New York, wherehe engaged in the practice of the law.
