Fortheir own special purposes, however, a separate govern-ment may be formed, providing, of course, the village issufficiently large to meet the requirements under statelaw, for villages, like towns, are created by state law, whichstrictly limits what a village may or may not do. Why a Separate Village Government is Needed. Bythe collection of a large number of buildings and themassing of people together on a small area, the dangers tolife and property correspondingly increase, and special pre-cautions have to be taken in order to reduce this riskas much as possible. One of the means for reducing therisk to property is the procuring of an abundant watersupply to be used in case of fire. In order to use thiswater supply in case of fire, it becomes necessary to bringthe water in pipes into the village, distribute it throughthe streets, and provide fire apparatus. It has beenfound more economical for all to contribute toward ageneral supply and apparatus than for each one to have

In a similar way some protection to healthhas been secured by uniting upon a plan whereby garbageand other refuse shall be collected at the expense of thevillage and taken away and disposed of. Conveniencein traveling has made it necessary to have sidewalksand paved streets, and to light the streets. There havebeen found necessary policemen to enforce the village andcity regulations, courts in which to try offenders, largerschools than required in the country districts, and otheractivities and institutions of local importance, all ofwhich have been caused by the settlement of a largenumber of people in a small area.
