Fortheir own special purposes, however, a separate govern-ment may be formed, providing, of course, the village issufficiently large to meet the requirements under statelaw, for villages, like towns, are created by state law, whichstrictly limits what a village may or may not do. Why a Separate Village Government is Needed. Bythe collection of a large number of buildings and themassing of people together on a small area, the dangers tolife and property correspondingly increase, and special pre-cautions have to be taken in order to reduce this riskas much as possible. One of the means for reducing therisk to property is the procuring of an abundant watersupply to be used in case of fire. In order to use thiswater supply in case of fire, it becomes necessary to bringthe water in pipes into the village, distribute it throughthe streets, and provide fire apparatus.
