At that date the drafthad been going on for some time in New England.Colonel Nugent was left at liberty, if thought ex-pedient, to execute the draft in New York City bydistricts, and in one or more at a given time, ratherthan all at once, throughout the city. GrovernorSeymour was notified in almost daily letters, fromthe 1st to the 13th of July, of the drafts which hadbeen ordered in the several districts.
