At that date the drafthad been going on for some time in New England.Colonel Nugent was left at liberty, if thought ex-pedient, to execute the draft in New York City bydistricts, and in one or more at a given time, ratherthan all at once, throughout the city. GrovernorSeymour was notified in almost daily letters, fromthe 1st to the 13th of July, of the drafts which hadbeen ordered in the several districts. The state of popular distrust and excitementwhich naturally arose from the discussion of theenrollment was greatly increased by the vehementutterances of the more violent Democratic poli-ticians and newspapers. Governor Seymour, in aspeech delivered on the 4th of July, which wasfilled with denunciations of the party in power,said: The Democratic organization look upon thisAdministration as hostile to their rights and liber-ties ; they look upon their opponents as men whowould do them wrong in regard to their most sacredfranchises.
