While the Boer War wasstill in progress, the Unionist government had dissolved par-liament (1900) and appealed to the country. In the khakielections the patriotic British voters rallied about the candi-dates who were favorable to the government, and the Unionistswere returned to the house of commons in over- Attitude ofwhelming majority. Joseph Chamberlain was a the Unionists.power in the Unionist party, and he sympathized activelywith the cause of social reform; but most of the leaders of hisparty were more anxious to safeguard the rights of propertythan to vote funds for the relief of the poor.
