His first measures, howvever, —the restricting of the freedom of the press for one year, the empowering of the government to hold suspected persons in prison, even without legal procedure, for three months — were carried only after a severe struggle. Still more violently the parties assailed each other over the new electoral law, for this pursued the avowed object of withdrawing elections from the influence of Liberalism.
