A Colored School Principal. One Resigns In the Twenty-third Section and Another Proposed. The Twenty-third Sectional School Board last evening accepted the resignation of James W. Lear, principal of the Wilmot public school, colored, in Frankford. The name of Burton R. Young, colored, a teacher in the Octavian V. Catto school, of the Seventh Section, was presented for the place by a committee of colored people consisting of Miss Caroline R. LeCount, principal of the Catto school, Rev. W. B. Davis and Rev. J. W. Palmer. Miss Le Count addressed the board in behalf of Mr. Young's appointment, because he is a colored man, she said, "fully qualified for the position, and colored children should be taught by one of their own color." The board, after hearing all who wished to speak, decided to postpone action until the meeting in September.
