Description
English: Looking NW from 27th St. Bridge at McAlpine Locks.

Corps of Engineers workboat "David C. Russelburg" (LD 750) and floating crane in 360-foot lock.

I don't recall exactly what is taking place here, but it has to do with the retrieval of wooden dam wickets that have been stored on the floor of this bay so the wood won't dry out and crack. (It could be part of a wicket being hoisted out, but it doesn't look wet.) The wickets must be removed because this decommissioned lock and the 600-foot lock to the south (left) will be demolished to make room for a new 1200-foot lock, thus giving McAlpine two 1200-foot locks to speed the flow of traffic.
