Description 330-PS-732 (USN 707960): Navy Receives “Dorie Miller Foundation Award”. Elmer Fowler, President of the Dorie Miller Foundation, presented the Dorie Miller Foundation Award to Secretary of the Navy Francis P. Matthews. Secretary Matthews received the award on behalf of the personnel of the U.S. Navy. The award is made annually to persons and organizations outstanding in the field of race relations. Present at the ceremony were (left to right): Louis Lautier, Negro Associated Press; George Holland, Veteran’s Administration; James C. Evans, Civilian Assistant to the Secretary of Defense; Elmer Fowler, President of the Doris Miller Foundation; Secretary Matthews; Judge Emory B. Smith, Municipal Judge of the District of Columbia; Judge Arnold Scott, Municipal Judge of the District of Columbia. Photograph released October 3, 1950. (7/8/2015).
