Description 330-PS-1290 (USN 708197): Naval Reserve Policy Board Holds Annual Meeting. Various Naval Districts and Naval Officials in Washington, D.C. met in the Pentagon on April 9, 1951, to open their annual two week meeting for the purpose of formulating plans and policies for future operations of the U.S. Naval Reserve program. The board, headed by Secretary of the Navy Francis P. Matthews, included Admiral Forrest P. Sherman, Vice Admiral Laurence T. Dubose, Chief of Naval Personnel, and Rear Admiral R.S. Riggs, Administrative Chief of Operations for the Naval Reserve. The Members of the Board: (front row, left to right): Captain F.B. Kirk, Third Naval District; Captain W.A. Neil, Fourth Naval District; Rear Admiral Rigs, Admiral Sherman, Secretary of the Navy Matthews; Vice Admiral Dubose; Captain John. H. Schultz, Assistant Chief of Naval Personnel; Commander E. H. Sutter, Sixth Naval District; and Commander John R. Hoyt, Commander of Naval Air Reserve Training Delegate. (Rear row, left to right): Commander L. M. King, Eleventh Naval District; Captain R.L. Johnson, Ninth Naval District; Commander P.G. Moltani, Bureau of Personnel (training) Delegate; Captain Edmund B. Taylor, Bureau of Personnel Delegate; Commander G.E.
