    RADIOS / KOREAN SITUATION / (Outgoing)
    Rourad CA 55216 dtg 251837/1 more on Russian control Communist Party. At KyongJu (1210-1430) 14 Jan. two known communist agitators beaten after attempted robbery resulting death of one man. Survivor Choe, Hon Ni states he and partner had been sent by Gen. Kim Il Sawng along with 4 others to report to Fak Heun Yung, head of Korean Communist Party in Seoul. Men departed unspecified place in North and arrived Seoul 25 Oct. Gen Kim Il Sawng is principal Korean Communist leader northern Korea and evidence indicates he was imported and built up by the Russian Army. Chow Hon Ni states he was subordinate in party and does not know specific mission assigned. Evidence he belongs to Korean friendly party a relief organization which acts as cover for Communist activities. Further states Pak Heun Yung is head of "29th section2 an intelligence organization and of which Choe appears to be member. Choe states Pak gave him 500 yen for expenses on departure Seoul for Kyongju. This is first definite evidence of actual contact between communists in two sections Korea. Choe will be brought to Seoul for further questioning.
