Summary

[edit]
Description
English: The cartoonist (possibly "J.S. Debs" ?) proposes that the Seal of West Virginia be replaced with an adapted version: here, the farmer is replaced by a state trooper and the miner is replaced by a coal mine owner. A dead miner lies at their feet.
"Montani Semper Liberi" is a Latin phrase and means "mountaineers are always free". This phrase is the motto of West Virginia. Reference: https://www.merriam-webster.com/dictionary/montani%20semper%20liberi
