Description William Woody, chief of law enforcement of the U.S. Fish and Wildlife Service, Dept. of Interior, talks about a set of rhinoceros horns during a meeting of the Commercial Customs Operations Advisory Committee (COAC) in Washington, D.C., Nov. 17, 2016.
