Description
A view of the house at 1451 East 22nd Avenue. It was one of the houses awarded at the city's 14th Urban Homesteading Lottery on May 6, 1980. The house was awarded to Maxine Smith. The lottery program was begun in 1975 by the Department of Development for a way to rehabilitate inner city neighborhoods. Lottery winners were sold a house for $1. In return, they agreed to rehabilitate the homes and live in them for at least four years before gaining a clear property title. The houses were purchased by the city from the United States Department of Housing and Urban Development.
