Description Spenser Ruvalcaba, civil engineer for the Sacramento District, gives a description of the final phases of construction to a delegation from Japanâs Ministry of Land, Infrastructure, Transport and Tourism during a tour at the Folsom Dam auxiliary spillway Oct. 20, 2016, in Folsom, California. The Corps and MLIT exchanged knowledge of water management engineering, practices and policies as part of the 12th annual Technical Exchange Meeting. MLIT will host next year's meeting in Japan.
