Description FORT NORFOLK, Va. -- Kristen Donofrio, an employee at Norfolk District U.S. Army Corps of Engineers, lowers an oyster float into the Elizabeth River as Jessica Grell, a fourth-grade teacher at Virginia Beach’s Seatack Elementary, holds the line for the float. Norfolk District, U.S. Army Corps of Engineers has partnered with Grell’s students to build a sanctuary oyster reef along the district’s shore line, and the float is the first step toward the end goal of a reef. The effort will not only help clean the Elizabeth River and the Chesapeake Bay as the oysters filter the water, but will help replenish the population of oysters, which is less than 1 percent of its population 200 years ago.
