Description U.S. Army Corps of Engineers members who participated in the 2011 Paddle for the Border include (front) Maj. David Fedroff, deputy commander of the Norfolk District, Col. Andy Backus, commander of the Norfolk District; and Assistant Secretary of the Army for Civil Works Jo-Ellen Darcy and aide Lt. Col. Tom Tickner.
