Description U.S. Army Corps of Engineers members and family who participated in the 2011 Paddle for the Border include (from left): Dana and Mike Darrow, Jo-Ellen Darcy, assistant secretary of the Army for civil works, Col. Andy Backus, commander of the Norfolk District, Lt. Col. Tom Tickner, aide to Darcy, and Maj. David Fedroff, deputy commander of the Norfolk District. More than 300 people, including Norfolk District , U.S. Army Corps of Engineers members, participated in the City of Chesapeake’s 8th Annual Paddle for the Border event Saturday, April 30, 2011. And what better place to celebrate the spirit of America’s Great Outdoors then at the nation’s oldest continually operating canal - the dismal swamp. Paddlers launched at 9 a.m. from the Dismal Swamp State Park in South Mills, N.C. and crossed into Virginia at the Dismal Swamp Boat Ramp at Ballahack Road on the Dismal Swamp Canal Trail.
