Deuxième réunion de l'Assemblée Constituante Vietnamienne qui réélit Hô Chi Minh à la tête d'un gouvernement de Bloc National (Lien Viêt) dont la plupart des opposants nationalistes ont été éliminés.

30 OCTOBRE 1946 :

Fin des combats en Cochinchine en application du modus-vivendi. La guérilla au sud a été reprise en main par Nguyên Binh dit «Le Borgne» après le limogeage de Tran Van Giau.

Le Viêt-Minh tient une bonne partie des campagnes cochinchinoises. Dans les villes, mouvements et journaux se livrent à une vive critique du gouvernement Nguyên Van Thinh. Le gouvernement fédéral réalise que le Viêt-Minh contrôle l'essentiel du Pays.
