La Unión Postal de las Américas, España y Portugal (UPAEP) celebró su 100 Aniversario el 23 de marzo de 2001, en su sede de Montevideo. Una delegación del Servicio Postal de los Estados Unidos (USPS, por su sigla en inglés), encabezada por Dennis Delehanty, se hizo presente en los festejos. Delehanty, leyó a todos los presentes un mensaje enviado por la Secretaria de Estado, Hillary Clinton con motivo del aniversario. Posteriormente y acompañado por resto de la delegación, entregó una placa conmemorativa a la Secretaria General de la UPAEP, Serrana Bassini Cesco.
