中文（臺灣）：城市為一有機體，其發展區域並不因循於行政轄區的範疇而受限，隨著時間演變常會與周邊區域產生交互關係，加上自然環境因素、社會活動需求等，在長期或重大變動下，反而使得人為的行政轄區範疇的割裂狀態，導致無法發揮治理上的最佳效益。
研究顯示行政區域合併所帶來的效益似乎利大於弊，能將地方從彼此競爭轉化為對外競爭。對高雄市、縣行政轄區合併的工作，本文嘗試以財政、空間、產業、文化、教育、交通以及中央與地方分權等面向，進行現況探討，研提合併後大高雄市應有的發展願景、治理核心理念以及行動策略，且提出七大永續佈局之建議。 本文藉由各面向之研析後，發現高雄市、縣合併的歷史意義，不論是對高雄或高雄縣，都是一個重整的契機。除了本質上的永續之外，對文明與生態的延續應有更高的期待。最後作者也提出對「新高雄學」的呼籲，以期誘發更多關心地方發展的研究陸續投入，對新高雄市的永續發展提出更多的想像，打造生態永續與移居健康的城市理想。 |
